In order to promote the growth of visual culture, the Fukuoka City Public Library Film Archive shall:

(a) Collect excellent domestic and foreign (focusing on Asia) visual and visual related material and
   preserve such material on a long term basis as precious cultural assets of a visual nature.
(b) Engage in visual cultural activities in concert with other public and private organization, in
   addition to providing the public access to its visual material collection through visual exhibitions
   at the library’s Movie Hall Cine-la and Mini ArchiveTheater.
(c) With a focus on Asia, engage in domestic and international exchange with a film archives and those
   in the film industry for the purpose of gathering information and investigative research in order to
   position itself as a film center of Asia providing information on Asian visual culture to the world.

(c) Making public of visual material and serving the public in the field of visual arts through:

  (1) the 246 seat Movie Hall Cine-la
  (2) the 50 seat Mini Archive Theater
  (3) the Video Editing Room
  (4) the holding of visual material exhibits
